The Office of Sponsored Programs supports UT Health Science Center faculty and staff
(including components at the UT Graduate School of Medicine in Knoxville and the Chattanooga
unit of the College of Medicine) in obtaining external funding for research and other
sponsored projects, while ensuring compliance with UT policy, sponsor policy, and
applicable law.
Whether you are submitting a proposal to develop a diagnostic tool to speed identification
of Zika virus, working on a subaward proposal to another institution, obtaining scientific
material from a collaborator, disclosing a new drug compound invented in a UTHSC lab,
planning a clinical trial, or working on the next medical breakthrough, the staff
in the OSP is here to help!

New FORMS-I Package for NIH Grant Applications is coming.
Please see the full NIH Notice NOT-OD-24-086. NIH will be requiring the use of updated application FORMS-I for due dates on or
after January 25, 2025. For a transition period, both FORMS-H and FORMS-I application
packages will be active simultaneously. Applicants must choose the appropriate application
package for their due date when presented with both FORMS-H and FORMS-I application
packages on the same NOFO (see table below).

Applications submitted to NIH using the incorrect application package for their due

NIH’s Adoption of Common Forms for Biographical Sketch and Current and Pending (Other)
The NIH released NOT-OD-24-163 concerning NIH’s Adoption of Common Forms for Biographical Sketch and Current and
Pending (Other) Support which will be used with all applications and Research Performance
Progress Reports (RPPRs) beginning on or after May 25, 2025. Review NOT-OD-24-163 for background, implementation and availability information.

NOTICE: CYCLE III SUBMISSION WINDOW
All proposals must be finalized and submitted for routing in Cayuse to allow for departmental/college
approvals prior to the proposal reaching OSP workflow. Proposals must be received
in OSP workflow by 8:00 am five full business days prior to the sponsor deadline to
be compliant with UTHSC policy. This policy also applies to submission deadlines for
all other sponsoring agencies.
Please note: all UTHSC personnel must also be compliant with UTHSC policy for Outside Interest Disclosures prior to routing in Cayuse for the proposal to be considered finalized. Investigators and departmental administrators can confirm the status of Outside Interest Disclosures in the self-service form once a proposal is created in Cayuse.
Refer to the table below for the latest time a proposal can be received by OSP to be compliant with the 5 full business day deadline for the following NIH due dates.

It is always recommended to submit proposals for routing at least two business days
before the internal deadline to allow time for departmental and college level approvers
to review and approve Cayuse proposals. Around campus holidays, it is strongly encouraged to allow additional time due to the increase of approver
annual leave during these periods.

Effective January 1, 2024
The salary limitation for Executive Level II is increased to $221,900 from the previous
limit of $212,100. The full NIH notice NOT-OD-24-057 is in the Guidance on Salary Limitation for Grants and Cooperative Agreements FY 2024.
NIH Enforcement of Closeout Reporting
NIH issued NOT-OD-24-055 strengthening enforcement of longstanding closeout requirements, outlined in Section 8.6, Closeout, of the Grant Policy Statement. NIH will report all unilateral closeout
actions as a Responsibility/Qualification (formerly FAPIIS) record in the entity’s
information in the System for Award Management (SAM.gov) retroactively, beginning
with all unilateral closeout actions taken since January 1, 2023. It is crucial that
all final reports (progress reports, financial reports & final invention statements)
are closed out to prevent a unilateral closeout.
NIH Foreign Subaward-Update Policy
NIH’s Policy Guidance for Subaward/Consortium Written Agreements requires international subrecipients to provide access to copies of all lab notebooks,
all data, and all documentation that support the research outcomes as described in
the progress report to the primary recipient no less than once per year, in alignment
with the timing requirements for Research Performance Progress Report (RPPR) submission.
Principal Investigators on NIH projects with foreign subrecipients must ensure that access to such lab notes, data, etc, is provided in alignment with the timing of RPPR submissions.
